Minutes of the 3^rd meeting on access control

held on 22 August 2001

1. The access control system is expected to be flexible enough to permit future changes,

to add on hardware like radiation monitors or exchange hardware: e.g. card reader/film badge reader
to modify the access conditions, e.g: a different selection of people for different doors

2. Our basic assumption is that authorised persons behave in a responsible manner:

wear the film badge even if it is not controlled by a film badge reader. The film badges of external users could be kept in the entrance area
use the hand-foot monitor before leaving the zone even if the monitor is not coupled to the gate control.. If voluntary checks are not done, TIS-RP reserves the option to couple the hand-foot-monitor to the exit door in order to force a check.
as a safeguard against accidental removal of radioactive pieces (e.g. a radioactive tool in the pocket of the lab coat) a "wall" mounted gamma detector could be installed to block the exit.
do not accept other people to pass through temporarily opened material access doors

3. We suggest to install CERN card readers and not film badge readers: The format of the CERN dosimeter ("film badge") will change in the near future. It seems that, for the time being, all cards marked with the letter "P" would permit access to the ISOLDE experimental zone. A better differentiation within the Authorisation Management System AMS would be of advantage (e.g. opening of the large door only by restricted number of persons)

4. The conditions for the different doors (names according to offer by gtd/ALSTOM):

different data bases for the different doors/card readers

T1 (personnel access): turnstile, entry with magnetic card reader, exit free except when blocked by gamma detector

D1 (material door), only from inside with push button (or CERN site control?); serves also as emergency exit; closes automatically

D2 (large material access door): from inside with magnetic card reader (restricted number of persons)
D3(becomes T2 for turnstile) (personnel access through b.601): as T1; hand-foot monitor installed nearby; no material access door (material is normally not transported this way)
G1 (car gate): magnetic card reader from outside and inside, not necessarily accessible through the car window. Interventions by CERN technicians and contractors are usually controlled by TIS/RP

5. TV cameras appear to be useless (except maybe at car gate G1): we believe that the personnel sitting in the site control room will not be able to check on the TV screen the identity of the persons requesting access and therefore unnecessary cost

6. Intercom system could be replaced by standard telephones (except maybe at car gate G1)

7. Is the name (or ID number) of entering person registered and for how long time kept in the memory? Who is authorised to check this names register, say in case of an incident?

8. We would like to have more information about the control system: PC, OS Linux, Profibus etc. Can the estimated cost (offre p.10) of CHF 30000 for this item be reduced?

9. In Mats Lindroos’ summary of costs for the ISOLDE consolidation project the sum of CHF 140000 is foreseen for access control

A rough calculation of the changes to be made in the cost estimate gtd 01/8122 allows us to estimate the price to be around CHF 135000.
